Penelope Norton
Penelope Norton is a Program Management Officer at Democracy International. With a profound passion for social and sustainable development, her career and academic pursuits center on international development, humanitarian assistance, and monitoring and evaluation.
Ms. Norton began her career by implementing community development and women’s empowerment programs in the highlands of Guatemala, specifically focusing on indigenous communities. She has experience supporting resettled refugees in the United States and Jordan and internally displaced persons in Ukraine. Most recently, she worked as a Senior Associate, managing evaluations, assessments, and analyses for USAID and USDOL programs.
Ms. Norton holds an MS in International Conflict Analysis and Resolution from George Mason University, with a concentration in Prevention, Reconstruction, and Stabilization, and a BS in International Relations from James Madison University, with a focus in Latin American Studies and Humanitarian Assistance. She is also professionally proficient in Spanish.
