Evaluation of the Media Assistance Program in Kosovo Report

Under the DG Analytical Services IQC, Democracy International conducted an evaluation of USAID’s Kosovo Media Assistance Project (KMAP) to assess the program’s impact and provide USAID with recommendations for future media programming in Kosovo. DI fielded a team to conduct this assessment in February 2008.
DI’s team evaluated activities implemented by the International Research Exchange Board (IREX) from over 45 interviews conducted during a two-week stay in Kosovo; interviews were conducted in Pristina, Ferizaj, Silovo, Zvecan, Mitrovice, Strpce, Kline, Leposavic, Peje, and Cagllavice. In addition, DI’s team reviewed documents provided by USAID and implementing partners and other documentary sources.
DI found that the KMAP program was well designed and well implemented by IREX. The program made a solid contribution to USAID’s strategic objectives in Kosovo, especially by enhancing the diversity of information sources, improving the viability of the two independent television stations, and training journalists in the techniques of news reporting.
