Colombia Human Rights Program Evaluation Report

Democracy International, partnering with Ideaborn SI and Cotecno Srl, conducted an evaluation of USAID’s Human Rights Program (HRP) in Colombia to review the program and to offer recommendations to increase its impact and effectiveness. DI fielded a team to conduct this assessment from September to December 2008.
DI’s team evaluated activities implemented by Management Sciences for Development (MSD), primarily using interviews conducted during a three-week stay and available documents and published reports.
The team recommended that for future efforts US government should focus on working with civil society organizations and the government of Colombia, preventing human rights violations, protecting vulnerable civilians and communities-at-risk, and fulfilling victims’ rights to justice.
