Project Description

In 2012 Democracy International evaluated the USAID-funded Access to Justice and Legal Empowerment Project (LEP), implemented by Management Systems International (MSI). The evaluation provided a detailed examination of the relevance and effectiveness of all LEP activities and the institutional sustainability of the project’s framework, focusing on the effects, relevance, achievements, efficiency, and sustainability of project activities to date and perceptions among beneficiaries and stakeholders. DI analyzed LEP’s successes, identified the obstacles that affected implementation, and examined the effect of the project on USAID/Ukraine’s strategic objectives. DI provided recommendations to improve project management, coordination, and implementation and help the program institute course corrections to reflect reforms in the rule of law sector. DI also provided USAID/Ukraine with recommendations for subsequent programming and strategic planning for future work.
