Democracy International conducted a final performance evaluation of the Support for Professional and Institutional Capacity Enhancement (SPICE) Activity in Sri Lanka. SPICE, launched in 2012, aimed to assist civil society in implementing their agendas and mobilizing citizens to promote their needs and influence policymakers. DI assessed the strengths, weaknesses, and effectiveness of the approaches used to enhance civil society capacity on a national and regional scale. Findings informed best practices and lessons learned as well as informed future USAID civil society programming.
