Project Description

In 2003 and 2004, Democracy International worked with The Carter Center and domestic election monitoring organizations on the design, implementation, and analysis of parallel vote tabulations for municipal and national elections. DI worked with The Carter Center and The Electoral Observatory, a coalition of Mozambique election monitoring organizations, to design and implement national election monitoring processes including both long- and short-term domestic and international observation. DI also conducted pre-election assessments, participated in election-day monitoring, and designed and provided primary technical assistance on the development and implementation of a parallel vote tabulation that provided the only early and accurate information on the outcome of the national elections.
