Haiti Governance Program Evaluation

In 2011 Democracy International conducted a comprehensive performance evaluation of USAID/Haiti’s Limyè ak Organizasyon pou Kolektivite yo Ale Lwen (LOKAL) Program, a four-year local governance initiative implemented by Tetra Tech ARD. DI evaluated the program’s success in establishing more effective and transparent local governance and enabling local governments to provide basic goods and services to target communities. After identifying factors that affected program implementation and determining the program’s effect on USAID/Haiti’s strategic objectives, the DI team used its findings to develop recommendations to be used by the Mission in future local governance activities.
