Democracy International conducted a conflict vulnerability assessment in Ghana using USAID’s Conflict Assessment Framework (CAF) 2.0. Using the CAF 2.0 framework, DI combined specific academic research with in-country expertise to diagnose, analyze, and prioritize development context dynamics, including root sources of conflict. The assessment also explored the development context and conflict dynamics throughout the country and identified factors that can contribute to addressing development issues and preventing or mitigating violent conflict. The framework enabled the DI team, USAID/Ghana, and USAID’s Office of Conflict Management and Mitigation to develop recommendations for coordinated, coherent, cross-sectoral responses that proactively addressed destabilizing trends and capitalized on windows of opportunity for strategic conflict sensitive programming.
