Project Description
Democracy International evaluated the first two performance phases of USAID’s Parliamentary Program of Azerbaijan in 2011, implemented by DAI, and provided recommendations on future legislative strengthening programming in Azerbaijan. Through a series of stakeholder interviews and an extensive review of program data, DI’s team analyzed the extent to which the program succeeded in increasing the parliament’s citizen responsiveness, legislative ability, and transparency. DI identified remaining obstacles to program success and analyzed the program’s outcomes and impact.
