Project Description
In 2013 Democracy International conducted a performance evaluation of USAID’s Azerbaijan New Media Project (ANMP), which sought to expand public access to online media, strengthen the country’s network of legal defense and media advocacy organizations, and increase the quantity and quality of content production. DI used key-actor interviews, site visits, focus groups, and surveys to analyze the effect of the ANMP program on the quality and sustainability of media and on its ability to act as a government watchdog in a country where the majority of the media is owned by the state.
