Project Description
Democracy International supported the Coalition of Domestic Observers (CDO) in Albania, an alliance of domestic election observer organizations, to increase the legitimacy and effectiveness of nonpartisan domestic observation during parliamentary elections in June 2017. The monitoring project tracked compliance with national and international standards and used statistically based observation methods for objectivity and credibility. DI worked with CDO to introduce innovative technological and methodological approaches that meet the rigor needed for a high-quality statistically based observation. The project had three objectives: (1) to improve the quality, objectivity, and credibility of domestic election monitoring by supporting CDO to develop new techniques and technologies for election oversight; (2) to build the capacity of CDO to manage outside funding to maximize election observation effectiveness with limited resources; and (3) to promote transparency and accountability of election administration by training CDO to collect, analyze, and make open source the election data. To achieve these results, DI worked with CDO to design a set of activities for the pre-election, election day, and post-election periods surrounding the 2017 elections.
