Democracy International conducted a broad, strategic democracy and governance (DG) assessment in Albania on behalf of USAID, in accordance with USAID’s DG Assessment Framework. A DI team spent three weeks meeting with international donors and implementers and with Albanian government officials, political parties, civil society groups, journalists, academics, and others. The team found weak compliance with the law and poor governance, manifested by weak state intuitions, to be the principal challenge to consolidating democracy in Albania. Its report analyzed democratic trends, proposed a new long-term DG strategy emphasizing governance and rule of law, and recommended program priorities for the USAID Mission.
