Project Description

In 2012 Democracy International conducted a comprehensive performance evaluation of USAID’s Afghanistan Parliamentary Assistance Program (APAP) implemented by the State University of New York (SUNY). The evaluation provided a detailed examination of the extent to which SUNY’s program achieved its goals of improving the parliament’s capacity to plan and implement institutional development policies, represent constituents, legislate effectively, and oversee other government bodies. DI also evaluated the factors that affected program implementation and made recommendations to USAID for future parliamentary support initiatives in Afghanistan.
