Andrew Bogrand

Senior Communications and Outreach Officer

Andrew Bogrand is the Senior Communications and Outreach Officer at Democracy International. Prior to joining DI, he was an Alfa Fellow with the Moscow office of Human Rights Watch, where he monitored regional human rights developments and provided assistance on advocacy projects related to minority rights, civil society, and the conflict in Ukraine.

Before his work in Moscow, he was a Public Relations Coordinator at Refugee Transitions, the largest community-based refugee agency in the San Francisco Bay Area. Mr. Bogrand expanded RT’s service capacity and recruited dozens of volunteer tutors to teach English, civic courses, and community leadership programs to newcomer refugee families representing over 40 countries. He has additionally worked on a California political campaign.

Mr. Bogrand earned his M.A. in Russian, East European, and Eurasian Studies from Stanford University, where he focused on post-Soviet human rights issues, democratic transitions, and humanitarian action. He also holds a B.A. from Claremont McKenna College in History and Government. He is proficient in Russian.
