Project Description
Democracy International conducted a performance evaluation to assess the progress of USAID’s Human and Institutional Capacity Development in Rwanda (HICD/R) project. The DI team analyzed the effectiveness of the helped USAID/Rwanda identify key technical and management systems strengths, weaknesses, opportunities, and threats in the implementation of the HICD/R project. Findings were used to help USAID/Rwanda’s Office of Democracy and Governance design future assistance programs in the country.
