Project Description
In 2011, Democracy International conducted a mid-term evaluation of USAID’s Systems for Enforcing Agreements and Decisions (SEAD) program, implemented by Checchi Consulting. The DI team examined the overall impact of the activities on the target institutions and observed the progress made in achieving the predicted results and objectives. The results of this evaluation were used by USAID/Kosovo and Checchi Consulting to enhance relevant programming for the remainder of the contract.
