Project Description

Democracy International conducted a comprehensive performance evaluation of USAID’s Kosovo Civil Society Strengthening Program implemented by the Institute for Sustainable Communities (ISC) from 2009 to 2011. DI’s team interviewed a broad range of civil society actors, donors, and observers in Pristina, Peja, Gjilan, Mitrovica, and Gracanica. They met with USAID, ISC, grantees, local NGOs, non-U.S. donors, government officials at the national and local levels, and political party representatives for a comprehensive understanding of the program and insight into civil society in Kosovo. Based on the team’s findings, DI provided analysis on the current status of civil society development, assessed the impact of USAID’s efforts in the field, and provided recommendations to the Mission for future programming.
