Project Description
In 2014 Democracy International completed a mid-term performance evaluation of two USAID-funded local government projects in Honduras designed to improve the capacity of municipal governments and better enable government decentralization: the Transparent Local Governance and Improved Service Delivery Project by Nexos and the Decentralized Enabling Enviroment Project implemented by Dee. The evaluation team visited selected project sites; interviewed more than 150 individuals, including municipal authorities, health and water board officials, and technical staff members; and conducted 12 focus group discussions. The team completed a report containing analysis and evaluation of constraints, progress on indicators, quality of service delivery, coordination, and gender issues for both projects. The report provided specific recommendations for mid-term course corrections that could enhance program sustainability, target beneficiaries more effectively, and improve coordination through collaboration with other organizations in the water, health, and local government sectors.
