Project Description

In 2010 Democracy International traveled to Bosnia on behalf of USAID, the Swedish International Development Cooperation Agency, and the Netherlands Ministry for Development Cooperation to provide a mid-term assessment of a five-year local governance program, the Governance Accountability Project. DI’s experts evaluated the program’s interventions at the municipal, entity, and state levels as well as its ability to assist municipal borrowing in commercial markets, develop a consultancy market, and promote gender equity in municipal governance. Based on its findings, the team recommended that the implementers revise their delivery model to focus more on the policy-strengthening component of the project to better ensure local ownership and long-term sustainability.
