Project Description

USAID’s Active Communities, Effective States (ACES) indefinite delivery, indefinite quantity (IDIQ) contract, awarded to a Joint Venture formed by DI and Abt Associates, will provide technical assistance and advisory services, training, and direct program implementation to support host countries in five technical areas: (1) good governance and anticorruption, (2) legislative strengthening, (3) decentralization and local governance, (4) rule of law and security sector reform, and (5) strengthening of oversight mechanisms. To provide USAID with a broad spectrum of expertise to respond to these challenges and opportunities, Abt Associates and DI have teamed up to form the Abt-DI ACES Partnership (ADAP) Joint Venture—a purpose-built partner for USAID that will deliver industry-leading governance technical services under the ACES IDIQ. Abt and DI’s shared commitment to evidence-based, politically attuned, and adaptive programming grounds ADAP’s approach to building active communities and effective states.
